Personally, I don't think Bishop Sheen wrote the letter. It doesn't sound like Bishop Sheen at all. This is someone's opinion. And it seems like they had something against the SSPX. Maybe someone who was part of the novus ordo mess or preferred it to the Latin Mass. But I don't believe Bishop Sheen had anything to do with writing it.

I know in my Church it's packed during the three Masses held in the morning. And then there is one at night. Usually about half full. You will see people standing during the day. There is a nursing room also with mothers and small children as well as in the Vestibule. And also sometimes in a side room. It holds about 1,000 people or so I believe. We have 7 SSPX Church's in Florida. I would say, and would like to believe that there is at least 600,000 SSPX supporters and attendees.
